South Africa’s grants debacle: about political trickery, not separation of powers

A fundamental question pertains to an undertaking made to the country’s Constitutional Court by the South African Social Security Agency (Sassa) that it would take over the distribution of social grants from Cash Paymaster Services (CPS), the private company it had contracted to do the job.
This followed the court’s ruling that CPS contract was invalid because procurement processes had been flouted. Conscious of the catastrophic implications of the declaration, especially on the lives of 17 million recipients, the court suspended the invalidity.
Sassa, an agency of the Department of Social Development, is charged with the administration of grants. It originally told the court that it would take over the grant payments. It later admitted that it was not able to do so and would appoint a third party. The political responsibility for the department lies with Social Development Minister Bathabile Dlamini.
Three years ago Sassa indicated that it would have worked out an alternative arrangement within the time frame set by the court. But it is still not ready to take over the distribution of social grants. Ironically, as things stand, for the poor to get their grants in April the only option is CPS.
This begs a number of questions: was Sassa’s undertaking just a bureaucratic machination, with the connivance of the country’s executive authority, to enervate the court’s structural interdict? Wasn’t all this orchestrated to undermine the judiciary and the constitution by trumping justifications for what is sheer incompetence on the part of the Department of Social Development and Sassa? Their argument is that the judiciary cannot appropriate an oversight function over the executive action as this is the purview of parliament. The principle of the separation of powers is invoked to supposedly enhance this argument.
At face value, these narratives look plausible. Lurking beneath, however, is trickery to justify the executive’s truncation of the supremacy of the constitution. This is scary because the poor are caught in a contestation for state power and the country faces the risk of being pushed to a tipping point.
But the bottom line is that judicial intervention – in whatever way necessary to ensure that democracy achieves its substantive ends – becomes a duty in a situation where the political administrative accountability arrangements are weakened and good governance is endangered.
It’s a pity political leaders often don’t seem to understand this. To most politicians, judicial intervention is interference, irrespective of the context and exigency of the situation. The Sassa debacle lays bare this argument which has become a constant refrain of politicians, particularly those wanting to run away from accountability.
The state’s woefully inadequate response
The government’s pathetic response to the crisis – from President Jacob Zuma to the minister herself – tells its own story. In a nutshell it has been: if there is a guarantee that grants will be paid in April, what’s all the fuss about?
This is an unfortunate take on the debacle. Writ large in this is the challenge of political illiteracy of those running the state. They see nothing and hear nothing, yet from this vacuity decisions are taken that have pernicious consequences. German poet Bertolt Brecht warns:  the worst illiterate is the political illiterate.
The nation’s angst should have prompted the president to act decisively. In other words, why is the minister of social development still in office? Zuma’s answer to this question was casual. He advised people to “cool down” because the grants would be paid.
But this is where the challenge is. The president does not seem to understand that what’s at issue is the failure of state institutions and their leaders to implement a court decision. This puts the supremacy of the constitution at stake. This is what makes the Sassa debacle as much about the distribution of social grants as it is about the constitution.
Nagging questions of governance
The debacle also raises a question about whether or not Zuma’s cabinet is in sync. This is because it has pitted ministers against one another, in particular the Minister of Finance Pravin Gordhan and Dlamini.
Gordhan has consistently argued that procurement processes should be followed and respected – precisely the order of the Constitutional Court. But it appears that the crisis has been choreographed to counter this. It has also been used to achieve other nefarious political ends: for example to put the backs of the crusaders of good governance – the court and the National Treasury – against the wall. It also appears that there’s been an attempt to pit the Treasury against the poor in a bid to perpetuate the narrative that it is counter-revolutionary and anti-development.
Behind this lies the contestation for control of state resources.
Building state capacity
Beyond the political machinations lies the question: why, in the first place, did Sassa place the distribution of social grants in the hands of a private service provider which did not contribute to building the capacity of the state for this function?
Constitutional law expert Pierre De Vos makes this important point: Sassa privatised a constitutional duty.
This is at odds with the very concept of empowering and building state capacity.
A number of countries have done this through agencification which is considered an alternative to privatisation and a way of optimising public administration while at the same time defending the state from being hollowed out by private interests. It involves the creation of autonomous government agencies that aren’t restricted by the bureaucracy of ministries. Agencification brings “direct accountability and decision-making as close possible to the service delivery point” and enables flexibility in “administrative and operational arrangements”. It differs from arrangements where public services are placed in the private hands.
Isn’t this where the focus should be, as South Africa grapples with the Sassa debacle?
Sassa is institutionalised as state agency. But its core business is performed by a private entity while administratively it appears entangled in the political and administrative dictates of the department of social development, fully within the grip of the minister. This sullies its essence as state agency. It conjures up scary images of what Sassa really is: a conduit to siphon state money in the name of those on the margins of society, to “enrich the rich” and “damn the poor?”.

The truth about King Monada's father

The hit-maker of Ska bhora Moreki King Monada was recently all over the social media about his father,the speculations of fans are extremely high since had been rumoured that Penny Penny could be the father of king Monada.
Penny Penny just recently told that media that King Monada is his son,the disco king Penny Penny really shocked media and Monada's fans since earlier on last year has been reported that the disco king was claiming that Cassper Nyovest  is his son.
Penny Penny said"King Monada is my long lost son,even though I don't know him that much but I can tell that he is my blood,I met Monada's mother in early 90's the time I used to visit my best late friend Peta Teanet at a small village called Mokgolobotho in Limpopo".
"The mother of Monada was working at the shop in Tzaneen town that's where we met and our love started growing from that day,time wait for no man just wish I could turn back the clock and spend each and every second I lost with my son,Monada is my son and he had made me proud I am really not ashamed to call him my son"he added.
"My son will be turning 22 this year my greatest wish is to spend his birthday with him,we are still busy with the arrangement of meeting one another at the moment,now as we speak on my studio busy working on a new song that will be dedicated to him on his big day"said Penny Penny.
Nothing has been confirmed at the moment and most unfortunate is that we haven't had a chance to hear the side of the story of King Monada,What we have now is claims that Penny Penny pointed out the questions still remains unanswered about the claims of disco king.

From Pastor Doom to Paster dettol Prophet Rufus claiming that drinking of dettol will heal sickness and demons

The famous Pastor Prophet Rufus believes that dettol has the power to overcome all demons,all people go to church to be reformed and hoping for better life but now days Pastors seems to be careless about people's life.
Prophet Rufus made his church members to drink dettol claiming that they will be healed sickness,claiming that all their problems and demons will be removed.one of Prophet Rufus church member was admitted in hospital after drinking dettol few weeks back so this really shows that no power of dettol will ever heals sickness.
Few months back we heard most shocking stories about church members using dooms claiming and hoping that they will be healed from sickness and demons.Prophet Rufus said"you just have to believe that god whom we pray is very powerful and I believe in the power of dettol,most of my church members who really believed in the power of dettol were all healed from sickness and demons".
Two church members of Prophet Rufus church were interviewed giving us different answers,one member said Prophet Rufus is putting our health at risk as church members no one is healed through drinking dettol most member were admitted in hospital some of them are still fighting the infection of dettol in hospital while the other member claiming that most of their church members were healed sickness.
Prophet Rufus said"I only deliver the god will and all my church members will be healed sickness despite everything".Prophet Rufus didn't want to talk to us after asking questions about other church members who were admitted at hospital,he continues saying no comment.

Wow did Zahara lied to everyone about her boyfriend paying lobola for her OMG.

The SA best songwriter and Loliwe hit-maker Zahara caught herself in the media about the negotiation of her lobola.Zahara normally doesn't want her love life being in public,we have told that Zahara lied about the success of the negotiation because she was shy and embarrassed and too ashamed to tell the media about the failing of negotiation.
Ntshaga Zahara's boyfriend has not yet paid lobola for the hit-maker of Loliwe,but Zahara standing with her decision to the public that the negotiation went smoothly.Three weeks ago the two went to Zahara's home hoping that the negotiation will go right,unfortunately the two families had disagreement during the lobola negotiation process.
From our source both families went for hours trying to negotiate,but they didn't agree on the price that's what left the two families in darkness.we have been told that Ntshanga didn't agree on the amount he was suppose to pay ,saying he that he couldn't afford that price.the couple was agreed on a certain amount but it turns out that Zahara's family wanted more.
Zahara and her sister confirmed that the lobola negotiation took place at their home but only Zahara confirming about the success of the negotiation.the couple love each other shown their  fans that even though the lobola negotiations wasn't successful they have a strong bond.Ntshanga may be paying lobola soon the best is still yet to come between the two.

Pearl Modiadie got engaged last year out of the blue no longer wears her engagement ring.

Pearl Modiadia one of the biggest television presenter and a radio DJ,we remember very well that she was engaged last year around December .she was really happy about the engagement and looking forward to be somebody's husband.

The kaizer chiefs goalkeeper finally found himself in love and happy relationship with Phindile Gwala known as Nonny in Muvhango.the two seems to be great couple and they are willing to go out for one another.
Phindile and Itumeleng were not yet ready to tell the public about their relationship,but unfortunately things got out of hands .Nonny and Itumeleng are happy couple and soon they will be expecting a child.
The most legit source told joziweb that:Phindile posted a video of herself having a great time at Itumeleng Khune's house, but not discovering that Itumeleng uses to post photos of himself in that house.the two are really in love but they didn't want to rush things and go to the public since Khune has experienced a lot.
We have been told about the linked between the former kaizer chiefs midfielder,Siyabonga Nkosi and Nonny and how they used to hang out, but now it's quiet surprising because Nonny is dating Itumeleng.Nonny refused to comment when she was asked about this and hang up the phone,by that time Itumeleng was not around as he was in a camp for derby against Orlando pirates.

Will the romance between Itumeleng Khune and Minnie Dlamini continues or come to an end.

Itumeleng and Minnie used to be power couple who went all out for each other.normally we know that each and every relationship has it's own obstacles that's why Minnie and Itumeleng called it a quits and both went to go different separate path.our source discovered that even now Minnie and Itumeleng still get hold on each other,even though Minnie said was happy with his new partner and she is happy with her new life again she doesn't see any use of going back because she didn't even once see herself marrying Itumeleng Khune .
last week when Itumeleng khune was interviewed  he said yes Minnie and I still getting hold of each other but that doesn't mean we are couple again.we been informed from our source that Minnie and Itumeleng went out on a dinner and the romantic one last week monday when asking both replying that it was a friendly dinner nothing more.

South Africa it's facing big problems due to funding high institutions so the government believes that SASSA money it's the solution to this matter.
the government said we as South African looked at many option as we could to solve this funding problems and for students to get free education so we come across the decision of withdrawing the SASSA money and used it to fund higher institution,the government said it's better to fund education than give people money for free,we as the government know this decision will be hard on South Africans but this decision had to be made even though the decision is not yet finalized we are still looking into many options as we could as soon as the decision is made will come forward to all South Africans to inform everyone about the government's decision..
